EU Leaders Accelerate Expansion, Demand Bloc Fulfill Membership Promises

European Union leaders are advocating for a more efficient and credible process to expand the bloc by admitting new members. At a summit in Montenegro with leaders from six Western Balkan countries, German Chancellor Friedrich Merz emphasized the EU’s need to demonstrate its ability and commitment to integrating these nations into its fold. He pointed out that it has been over a decade since the EU last welcomed a new member, underlining the necessity for reforms in the accession process.

Echoing Merz’s sentiments, European Commission President Ursula von der Leyen highlighted the importance of enhancing the effectiveness and trustworthiness of membership negotiations for candidate countries. The summit included representatives from Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia, all of which are aspiring to join the EU. Among these, Montenegro is seen as the most advanced candidate, aiming to become a member by 2028.

French President Emmanuel Macron stressed that the enlargement of the EU holds strategic significance for Europe’s security, energy independence, and migration management. He also supported the idea of “gradual integration,” which would enable candidate countries to engage in select EU institutions and initiatives prior to achieving full membership.

The push for EU expansion has gained increased urgency in the wake of Russia’s invasion of Ukraine. Alongside the Western Balkan nations, Ukraine and Moldova are also seeking EU membership. The EU views enlargement as a strategy to bolster stability and diminish external influences in the region.

Despite the mounting political support for expansion, the EU accession process remains lengthy and complex, requiring significant reforms from candidate countries. Additionally, each stage of the process demands unanimous approval from all 27 EU member states, making it a challenging endeavor.
