Rotterdam Leaders Demand Answers for €44.5 Million IT Project Overrun

The city of Rotterdam is facing scrutiny over its Oracle Fusion IT project, initially budgeted at €16 million, which has now escalated to €44.5 million. The project, initiated in 2022 with the aim of modernizing the city council’s financial administration, including aspects such as procurement, contracts, and subsidy management, has encountered significant delays. The outgoing alderman Ronald Buijt was responsible for overseeing the endeavor.

A city review has pointed to overly optimistic original cost estimates and highlighted deficiencies in project management and collaboration with Deloitte, the consulting firm involved. Officials have further cautioned that additional expenses for software improvements and maintenance could amount to another €12 million this year, with an additional €13 million anticipated next year.

In response to these developments, Rotterdam’s newly established governing coalition is demanding clarity and accountability. They assert that taxpayers are owed a thorough explanation for the unexpected rise in costs. To address these concerns, an emergency council debate is anticipated, which is expected to be followed by more detailed examination in upcoming committee sessions.
